Qualifications (§3270.35) — Must meet ONE of:
- Bachelor's degree in early childhood education, child development, special education, elementary education, or human services
- Bachelor's degree + 30 credit hours in those fields + 1 year of experience with children
- Associate's degree in early childhood education or related field
- Associate's degree + 30 credit hours in those fields + 4 years of experience with children
Pre-Service Training
The reauthorized CCDBG states all staff in certified child care programs must have preservice or orientation training (to be completed within three months) and ongoing professional development in each of the health and safety requirements outlined in §98.41. This includes the OCDEL-approved 6-Hour Pre-Service Health & Safety Training.
Important Notice About Pennsylvania Pre-Service Training
Pennsylvania requires a specific, state-designated 6-Hour Pre-Service Health and Safety Training (Part 1 and Part 2) approved directly by OCDEL/The Pennsylvania Key.
ChildCareEd courses may NOT be used to fulfill Pennsylvania’s required 6-hour Pre-Service Health & Safety Training. Only the official OCDEL/PA Key–approved modules listed on The Pennsylvania Key website may be used to satisfy this requirement.
Annual Training
Pennsylvania requires a minimum of 12 clock hours of annual training for all facility staff working in Child Care Centers, Group Child Care Homes, and Family Child Care Homes.
